CICCC Update—30 August 2012 Meeting

Data on the EPA web site

At the August CICCC meeting, questions were raised about the availability of information on the EPA web site. In relation to information about major facilities, the Committee inquired whether licences, audits, works approvals (including appeals at VCAT), permits and EIPs were available. The committee also sought advice on the availability of old complaint data that as yet has not been put on the web site.

Jessamy Nicholas of EPA undertook to make inquiries, and provide advice to the Committee.

Incidents on site

The five Severity 2 incidents listed for the period May to July 2012 were discussed at the meeting.. Three of these involved physical faults with road tankers, causing spills of the order of one to five litres. These road tankers have been banned until repair certificates are viewed. The fourth involved a five litre spill of Methyl Ethyl Ketone following a ship discharge, due to a failure by the ship crew to clean the lines. Terminals Pty Ltd sent a letter of protest against the ship.

The fifth severity 2 incident involved an operator twisting his back while bending over to connect a hose. Following the incident, all operators have had further training in manual handling techniques.

Terminals Major Hazard Licence renewal process

Following the workshops conducted by Terminals as a lead up to preparing its revised Safety Case, the updated safety case for Terminals Major Hazard Facility licence has been sent to WorkSafe for approval.

New EIP 2013 - 2016

Discussion on the next EIP was not progressed at the August meeting, and will be treated as a matter of urgency at the November meeting.

Next meeting of the CICCC

The last meeting for 2012 will be held at the Terminals Coode Island office on Wednesday 28th November, 2012 at 3pm sharp, commencing with a site inspection.
